Homeland Security Presidential Directive 12 (HSPD-12) requires that Federal employees and contractors be issued smart card identification badges, known as personal identity verification (PIV) cards. The Directive also requires that PIV cards be used to the maximum extent practicable for logical access to Federally controlled IT systems and physical access to Federally controlled facilities.
*Across the Federal government, different agencies call their PIV or smart card by different names. The National Institutes of Health, along with other operating divisions of the Department of Health and Human Services, may use HHS ID Badge interchangeably with PIV card.
